DFAT will shortly approach the market around September/October 2025 for a contractor to carry out the role of an Independent Strategic Advisory Team (ISAT) from January 2026 to December 2027, which will be managed by the DFAT Basic Education Unit in the Governance and Human Development Branch at Jakarta post. This procurement will be conducted through a one-step procurement process (a Request for Tender), which will be publicly advertised on the AusTender website when it is released to the market. The contract value for the ISAT is up to AUD300,000 exclusive of GST.
The DFAT Basic Education Unit manages the bilateral basic education portfolio with Indonesia, which consist of the Innovation for Indonesia's School Children program (INOVASI Phase 3, AUD55 million, 2024-2027), a partnership grant with UNICEF Indonesia on early grade learning in the Papua Provinces (UNICEF Papua Phase 3 extension, AUD6 million, 2024-2027), and education activities under the Australia-World Bank Partnership (ABIP), which is currently in preparation for its second phase. Furthermore, DFAT as a member of the Global Partnership for Education (GPE) Local Education Group (LEG) and co-financing agent of a USD25 million GPE multiplier grant, has a role in ensuring the GPE multiplier grant program, called Kolaborasi untuk Edukasi Anak Indonesia (KREASI), aligns well and works complementarily with INOVASI Phase 3.
The Contractor will be expected to provide a range of services related to:
- continued strategic advice and evaluation (in the form of an annual Strategy Testing Exercise (STE)) of the basic education portfolio
- expert advice on strategic performance management, education (particularly foundational and 21st century skills), assessment, teachers' professional education and pre-service education both in Australia and Indonesia as well as in regions such as Southeast Asia and the Pacific
- gender equality, disability and social inclusion expertise.
