DFAT anticipates to approach the market in Q3 2025 for a Contractor to implement the Australia Pacific Leaders Program (APLP).
The APLP will support the development of effective, enduring, and strong leadership in the Pacific, as set out in the in the 2050 Strategy for the Blue Pacific Continent, Australia's International Development Policy and in line with Pacific Islands Forum priorities, through investments in locally led community projects, professional development (including scholarships), study and official visits from Pacific island countries to Australia. The program will support key current and emerging Pacific leaders to enhance their ability to drive locally led initiatives that enhance resilience and stability, and deliver strong development outcomes for Pacific communities. The ISP will support Phase 1 of the program (2025– 2027), including managing and coordinating implementation. The hybrid ODA/non-ODA investment totals approximately $41.8 million over two years, with the ISP managing up to $28 million of Program Activity costs. The APLP may be extended for additional four years from 2027 (Phase 2), subject to future funding availability.
DFAT anticipates the approach to market will be through a one-step procurement process. The proposed procurement will be published on the AusTender website.
