Based on the draft Investment Design, and in a collaborative effort to ensure the quality of the investment, individuals/organizations are encouraged to submit views and/or issues on the design. Submissions should be sent to AVTDP@dfat.gov.au. All submissions are due by 28 September 2016. DFAT cannot guarantee that submissions received after this date will be considered by the design team.
The AVTDP seeks to achieve the following:

- End of Program Outcome: Increased investment in and improved quality of transport infrastructure by making use of funding from all financial sources.
- Intermediate Program Outcomes: (i) MOT achieving improved value for money by bringing better prepared proposals and concepts more rapidly to market; and (ii) MOT adopt innovations in policies and procedures that lead to improved project development.
The design proposes a four year three month program, with scope for a five-year extension, depending on performance and results.
The design is a draft and is still under review, which may result in further changes.
Individual's/organisation's are reminded that any reference to proposed staffing of the project in the design is indicative only, may change, and may be left to the market to decide what is the optimal approach as part of Tenderer's submissions to the proposed tender.
