This review report provides an independent evaluation of the Partnership for Human Development initiative in Timor-Leste. The Review was undertaken by a team of three from Clear Horizon.

The ACCESS Inception Report provides an overview of outputs and milestones, highlights some of the challenges and lessons learned that arose during the Inception Phase, and summarises the key activities planned for the period April to June 2019.

This rapid review of the ACCESS program was undertaken in March 2020 to inform future funding decisions. The review found that the program remains clearly relevant to Australian Government and Royal Government of Cambodia (RGC) priorities. The program has emerged from a lengthy inception period with strong ownership from several key RGC ministries or agencies and with a good foundation for full program implementation, which is now underway. However, the review identified several issues in the disability workstream which, if not addressed, may impact the achievement of outcomes.

The ACCESS Stage 1 Impact Report distils key results achieved during ACCESS Stage 1 (2018-21) and covers development challenges, results and future directions of Stage 2 (2021-23).

The challenges of stimulating higher quality investment cut across the RGC’s policy reform agenda, but CAP-RED will primarily focus its efforts in supporting this broader agenda in three domains where Australian has a comparative advantage: agriculture and agro-processing; trade, investment and enterprise development; and infrastructure services.

This evaluation was commissioned by DFAT to assess the relevance, effectiveness, efficiency and sustainability of the ACCESS program over its five-year duration; and to answer the question as to whether ACCESS’s focus and approach to improving service delivery for victims of GBV and people with disabilities is a relevant and effective route to advancing gender equality and social inclusion in Cambodia.
