Executive Summary
On 1 April 2024, Ms Zomi Frankcom, an Australian national, was killed by an Israel Defense Forces (IDF) strike in Gaza while supporting a World Central Kitchen (WCK) aid delivery.
On 8 April 2024, the Minister for Foreign Affairs, Senator the Hon Penny Wong, appointed Air Chief Marshal, Mark Binskin, as the Special Adviser to the Australian Government on Israel’s response to the IDF strikes on WCK.
The objective of this appointment was to advise on the sufficiency and appropriateness of measures taken by Israel to transparently investigate, report and respond to the events leading to the deaths of Ms Frankcom and her colleagues, including holding those responsible to account.
The Special Adviser’s Report was made public on 2 August 2024.
