The Partnership for Village Development and Municipal Administration (PARTISIPA) independent Mid-Term Review and DFAT’s Management Response

The Mid-Term Review (MTR) provides an independent evaluation of Australia’s support to sub-national governance in Timor Leste, delivered through PARTISIPA.

The MTR took place towards the end of Phase 1, between September to December 2024, and presented findings and clear recommendations to strengthen the program and to prepare for a potential Phase 2. The management response sets out DFAT’s response and agreed actions towards the 26 recommendations from the MTR.

The MTR found that PARTISIPA had made positive contributions to policy development and decision-making and had transitioned smoothly from the previous PNDS-SP program. PARTISIPA had effectively supported municipal planning, clarified roles in rural water management, and introduced innovations in rural road management. Flexibility and evidence-based practices underpinned its adaptability, particularly in response to external disruptions like COVID-19 and the 2021 Dili Floods. PARTISIPA objectives aligned well with the Government of Timor-Leste’s (GoTL) priorities in decentralisation, infrastructure, and rural development, and Australian support in these sectors was highly valued by GoTL.
