The Laos Australia Institute (LAI) Phase 4 is Australia’s human resource development (HRD) investment of $56 million in Lao PDR for 2026–2034. Building on more than a decade of cooperation on HRD, the program aims to strengthen HRD to support inclusive and sustainable socio-economic development in Lao PDR.
Phase 4 will continue to provide Australia Awards scholarships, short courses, alumni engagement, English language training and technical assistance, while placing greater emphasis on strengthening capabilities at the individual, organisational and sectoral levels. A strong focus on gender equality, disability and social inclusion (GEDSI), women’s leadership and climate resilience will be embedded across all activities.
The program will also support implementation of the National Human Resource Development Strategy 2026–2035, strengthen public sector HRD systems, and promote collaboration among government, civil society, and the private sector to help build a skilled, inclusive and climate-ready workforce for Lao PDR’s future.
