Cambodia: Clearing For Results Phase IV (Mine Action For Human Development) - Final Evaluation and Management Response

Summary of Publication

This report presents the findings of the Terminal Evaluation of the United Nations Development Programme (UNDP) project "Clearing for Results Phase IV (CfR-IV): Mine Action for Human Development," implemented in Cambodia from January 2020 to December 2025.

The Project is a continuation of three previous phases:

  • Clearing for Results, Phase I (2006-2010)
  • Clearing for Results, Phase II (2011-2015)
  • Clearing for Results, Phase III (2016-2019).

The evaluation was conducted to assess the project's relevance, effectiveness, efficiency, sustainability, and impact in contributing to Cambodia's National Mine Action Strategy (NMAS) 2018-2025 and its goal of a mine-free Cambodia by 2025. The evaluation also provides actionable recommendations for future programming and the transition to full government leadership in mine action.

DFAT Management Response

Australia has funded mine action in Cambodia since 1994, including support to UNDP’s multi-donor Clearing For Results (CfR) project since its inception in 2006.

The CfR approach has evolved from a focus on clearing contaminated land to restore community safety to one that also integrates broader development issues such as disability, gender and livelihoods, alongside strengthened government ownership.

DFAT acknowledges the Clearing For Results – Phase IV (CfR-IV) Final Evaluation and UNDP’s management response to the recommendations. The evaluation provides a comprehensive review and highlights critical issues facing the project and the broader sector with a view to informing future interventions.

None of the recommendations are directed at DFAT.
