Summary of Publication

This Evaluation is an independent terminal evaluation of the Facility, commissioned by UNDP Cambodia in September 2024. This Evaluation aims to provide an independent assessment (based on the four criteria of relevance, effectiveness, efficiency and sustainability) of the Facility’s progress and results, identifying key lessons learned and recommendations for potential future initiatives. It has also focussed on cross cutting strategies for strengthening gender equality and leaving no one behind.

DFAT Management Response

The Australia-UNDP Resilience Fund (RF) was established as a flexible financing mechanism to strengthen Cambodia’s resilience for inclusive and sustainable growth. Between 2020 and 2024, it supported mine action, socio-economic resilience, human rights and civic space. The RF had cross-cutting priorities on gender equality, disability, and social inclusion (GEDSI), and leaving no one behind. The RF aimed to support Cambodia navigate important transitions, including recovery from COVID-19 and preparation for graduation from Least Developed Country status, while promoting policy innovation and system reforms.

DFAT acknowledges the UNDP-DFAT Resilience Fund Final Evaluation and UNDP’s management response to the recommendations. The evaluation provides a comprehensive review and provides recommendations to inform future interventions in these sectors.

None of the recommendations are directed at DFAT.
