1. The suggested basis of resolution was discussed in most
informal meeting of Rau, Makin and Franks in Washington last
Sunday. Washington is advising you fully on the discussion which
we understand were exploratory and without commitment. No further
talks on this basis have taken place.
2. Have noted the observations in your paragraphs 4 and 6.
