Commonwealth Relations. It is repeated to you in case we act in
this direction. Work is being done on case and will be cabled.

Please treat as top secret even in relation to British
Commonwealth colleagues unless they receive message from own
Governments as our policy not yet fully determined. Meanwhile
consideration should be given to difficult constitutional
