233 Mr S.M. Bruce, High Commissioner in London, to Mr R.G. Menzies, Prime Minister

Cablegram 478 LONDON, 19 September 1939

FOR PRIME MINISTER MOST SECRET PERSONAL

Sub-Committee of War Cabinet have been considering question of
consultation with Dominions. Recommendations which will probably
be sent you today [1] are I understand as follows:-

1. Time not yet arrived for creation Imperial War Cabinet.

2. Pending such creation existing daily meetings High
Commissioners with Dominions Secretary to continue and meetings
with Sub-Committee of War Cabinet composed of such members as
desired to be held whenever requested by High Commissioners.

3. Dominions to be invited if they so desire to send Minister to
London for short visit say 2 to 4 weeks for consultation and to
obtain information as to United Kingdom present and prospective
war effort.

4. Minister to be accompanied by Senior Army and Air Officer to
act as Advisers and remain when Minister returns and sit as
Members of Deputy Chief of Staffs Committee.

Naval Officer not considered necessary.
