Nepal Micro-enterprise Development Program: Quality at Entry Report April 2009

Summary of publication

This document reports on quality processes and next steps in finalising the design for the Micro-Enterprise Development Program (MEDEP). The report reveals that the program meets quality processes.

It confirms reviewers approve of the approach but notes the risk to the sustainability of MEDEP on transition from the current provider (UNDP) to the Government of Nepal, as well as the risk of part-funding and shortfalls in impact evaluation. The report recommends that, in developing its implementation plan, DFAT investigate the capacity within government systems to monitor and evaluate the impacts of the program in the long term.

It also notes DFAT's intention to be involved actively in program monitoring recommends that program objectives and impact evaluation be clarified at annual review and the need for technical assistance to enable appropriate reporting and monitoring be explored.
