This document is a brief report on progress, achievements and issues during the third quarter of the Pacific Horticultural and Agricultural Market Access Program implementation.

The report notes that the program is largely on track, and includes the following highlights:

  • program management systems and processes established and operating satisfactorily
  • the five national market access working groups are performing at a generally acceptable, although variable, level in determining and managing country-level activities
  • satisfactory progress with the 39 market access activities in the Annual Strategic Plan 2011–12
  • major focus in next three months will be ensuring the market access working groups and national market access coordinators effectively deliver the identified activities
  • component 4 implementation has had minimal progress due to continued staff recruitment and retainment problems at Secretariat of the Pacific Community's Biosecurity and Trade Services Team.
