Mekong River Commission Integrated Capacity Building Program: Mid-Term Review Report

Summary of publication

The Mid-Term Review of the Mekong River Commission Integrated Capacity Building Program (ICBP, $6 million, 2009-15) was completed in February 2012. The ICBP was one of several investments under the Mekong Water Resources Program.

The ICBP aimed to address capacity needs in the Mekong River Commission (MRC) by: (a) strengthening integrated water resource management competencies; (b) developing its organisational capacity for change management and adaptation; and (c) promoting the MRC's institutional coordination for capacity development. It used participatory processes (national and regional consultations) to develop capacity building plans tailored to the needs of the MRC Secretariat, National Mekong Committees and Prioritised Line Agencies in the four MRC member countries – Cambodia, Laos, Thailand and Vietnam.
