Summary of publication

This document is an independent assessment of the effectiveness of the Enhanced Cooperation Program.

This independent review was jointly commissioned by the Governments of PNG and Australia to provide an assessment of the effectiveness of the Enhanced Cooperation Program in its fourth year of implementation.

The review's recommendations informed the design of its successor, the Strongim Gavman Program.
