Australia-TAF Partnership in the Philippines: Independent Progress Review

Summary of publication

This report contains the midterm independent review findings of the Coalitions for Change (CfC) Program.

CfC is a centerpiece program of the partnership between the Australian Embassy and The Asia Foundation (TAF) in the Philippines.

CfC hopes to effect transformative policy reforms that will improve lives and promote prosperity by encouraging civil society, private sector, academe, and government to develop formal and informal coalitions or networks and contribute to transformative change. It brokers conversations to influence the shape of public policy, contributing to the country's development reform priorities.

The review has found CfC as highly innovative and successful. It noted that CfC, and the Partnership more broadly, is a "highly relevant program" both to the Philippines context and to the Australian aid objectives adding that "It is the right thing to be doing, in the right place, and the right time." The review provides interesting insights on program achievements, including lessons on the partnership model between DFAT and TAF. The review includes recommendation to incorporate gender in reform activities and to develop an elegant M&E to suit a complex program such as CfC.
