Fiji Civil Society Support Program Mid-term Review—Final Report

Summary

This document reviews the Australian Civil Society Support Program activities, outcomes, and management and coordination arrangements to inform future Australian support to civil society in Fiji.

Description

This review assesses the efficiency and effectiveness of the Australian Civil Society Support Program in Fiji. The program administered 42 funding agreements covering 29 organisations in 2008–09. The review found that the flexibility of the program meant it could fund activities in many different sectors. It was well-regarded by civil society organisations and other donors. The review also found that the program lacked clear intent, paid insufficient attention to assessing outcomes and impact, and was resource-intensive to administer. Recommendations include:

  • clarify program intent and select partner organisations and priorities accordingly
  • increase the focus on development effectiveness, especially to reach the most marginalised people in Fiji (rural communities and settlements)
  • work with selected umbrella civil society organisations to more effectively represent civil society interests in development
  • AusAID should apply and advocate good development practice in its own program and among donors working through civil society.
