This document reviews the international literature on social protection programs to inform the Access to Quality Education program.

Description

This document reviews the international literature on social protection programs to inform the Access to Quality Education program and examines the links between poverty and access to education, school attendance and drop-outs. This document:

  • reviews global literature on successful social protection programs for improving access to primary education for children living in poverty
  • highlights challenges and mitigating measures
  • notes formal social protection programs are limited in the Pacific; informal church and community group networks may provide a useful channel for social protection
  • highlights need to address inequality on all fronts, and to properly resource schools and teachers to ensure a quality, inclusive education.
