1. Enhance the capability of Ministry of Internal and Social Affairs to increase young people's participation in physical activity and create opportunities for leadership
2. Enhance the capability of Ministry of Internal and Social Affairs to work with the Department of Health to improve young people's health-related behaviours
3. Enhance the capability of Ministry of Internal and Social Affairs to work with the Department of Education and Department of Labour to increase employment related knowledge and skills of young people
