16. COVID-19 pandemic mandatory quarantine

While COVID-19 continues to pose enormous health challenges globally, the Australian Government requires all travellers, including foreign diplomats, consular officials, and their dependants holding subclass 995 visas, entering Australia to undertake 14 days mandatory quarantine on arrival.

Consistent with Australia’s legal obligations adopted in domestic law, exemptions can be made so that foreign diplomats and their dependants holding subclass 995 visas can undertake quarantine at their place of residence, or in privately arranged accommodation where circumstances allow, instead of at a government-designated quarantine hotel.

Protocol Branch, in conjunction with the DFAT State and Territory Offices, manages a process to help foreign diplomats and their dependants seek such approval from the relevant State or Territory health authorities.

Missions should notify DFAT (protocol.branch@dfat.gov.au) at least 10 working days before the diplomat/dependant intends to travel to Australia.

We ask the mission to complete the Notification – foreign diplomats – home quarantine form with full details of the diplomat’s/dependant’s travel and quarantine plans, which DFAT uses to liaise with health authorities.

We also provide an Information about Arrival and Quarantine form and ask the diplomat/dependant to sign the acknowledgment page.

If the health authorities approve the application for the diplomat/dependant to quarantine at home or in privately arranged accommodation, Protocol Branch provides written confirmation to the mission.

Note: Diplomats/dependants opting into government-designated quarantine should also complete these forms. After consulting with the health authorities, Protocol Branch will confirm their quarantine arrangements.

After the diplomat/dependant has completed 14 days of quarantine, we ask that Heads of Mission sign the Arrival and Quarantine Statement to affirm the diplomat’s/dependant’s compliance with Australia’s entry and quarantine requirements. This should be returned to Protocol Branch within two working days of the end of the diplomat’s/dependant’s quarantine period.
