On 8-11 November the Negotiating Group on Non-Agricultural Market Access will hold its second meeting since the adoption of the July Framework Package. In the absence of any new proposals from Members on the tariff reduction formula, the group will consider technical issues such as treatment of non-ad valorem duties and unbound items, conversion of existing tariff schedules to HS2002 nomenclature and data availability.
The group will also review new notifications of non-tariff barriers, including submissions by India, Singapore and Chinese Taipei, and consider a Secretariat paper on market access issues relating to products of export interest to least-developed countries (LDCs).
Delegations will also be taking the opportunity to hold bilateral and plurilateral consultations in the margins of the meeting. Discussions in these informal consultations will likely focus on the "tripod" of three main issues relating to tariff reductions - the formula, flexibilities for developing countries and possible sectoral initiatives - as well as on non-tariff barriers.
On 15 November the new WTO Negotiating Group on Trade Facilitation, established at the meeting of the Trade Negotiations Committee on 12 October, will meet for the first time under the chairmanship of Ambassador Noor (Malaysia). The meeting is expected to adopt the work program for the negotiations, based on modalities contained in Annex D of the July framework decision. The aim of trade facilitation negotiations is to further expedite the movement, clearance and release of goods by clarifying and improving relevant aspects of Articles V (goods in transit), VIII (fees and formalities) and X (publication and administration of regulations) of the GATT 1994.
