DFAT08-SWE-029 - Request for Tender for the provision of staffing, retail and operations services for the Australian pavilion at the Shanghai World Expo 2010 in China
The Department of Foreign Affairs and Trade (DFAT) seeks to engage a high quality service provider to assist DFAT in the operation of the Australian pavilion at the Shanghai World Expo 2010. The scope of works will include the recruitment, training and oversight of pavilion attendants, administration and hospitality staff as well as management of the day to day pavilion operations including VIP events and functions. The successful tenderer will also have the opportunity to operate and manage two retail areas at the Australian pavilion and will be capable of providing high quality services in both Australia and China.

Conditions of Participation:
Tenderers must demonstrate compliance with the following Conditions of Participation:
(a) the Tenderer must not be banned from entering or working in People’s Republic of China, or employ or contract with any persons convicted in the People’s Republic of China;
(b) the Tenderer (or any of its proposed subcontractors) must not be named as not complying with the Equal Opportunity for Women in the Workplace Act 1999 (Cwlth);
(c) the Tenderer must not be bankrupt or insolvent, and must be financially viable;
(d) the Tenderer must state any circumstances or relationships which constitute or may constitute a conflict or potential conflict of interest in relation to this RFT or the Tenderer’s obligations under any contract resulting from this RFT;
(e) the Tenderer must not make false or misleading claims or statements, obtain confidential information, receive improper assistance, or engage in collusive tendering, anti-competitive conduct or other similar conduct with any other Tenderer or other person in relation to the preparation or lodgement of Tenders; and
(f) the Tenderer and any proposed subcontractors must not be named on the list of persons and entities designated as terrorist under the Charter of United Nations (Terrorism and Dealings with Assets) Regulations 2008.
Other Information:
An industry briefing outlining DFAT’s requirements for this Request for Tender (RFT) will be held on Monday 18 August 2008. The briefing will take place at the R.G. Casey Building, Barton ACT at 10:00 a.m.

Closing Time:
The closing time for lodgement of submissions is 2:00 p.m.AEST Monday 22 September 2008.
