DFAT08-SWE-029 - Request for Tender for the provision of staffing, retail and operations services for the Australian pavilion at the Shanghai World Expo 2010 in China

Q1. Is DFAT intending to locate (or facilitate the contractor doing so) tables and chairs either inside the internal courtyard and/or outside the pavilion. If this is the case what is the number of seated patrons being planned for?
A1. Yes, it is our strong intention to incorporate some seating in the Act 3 area of the pavilion. At this stage, we have not finalised the quantity as the final design and layout of Act 3 is not finalised (and remains subject to the outcome of the CETO RFT). Given the space constraints and the large number of expected visitors, there is no plan to install a large number of tables and chairs. It is more likely that seating will be incorporated into the design of the space and a smaller number of tables and chairs included. Tenderers may include ideas they have for seating in the area in their responses, to assist DFAT in decision making.
Q2. Does DFAT believe there is the opportunity for entertainment to be staged outside the pavilion in addition to the facility located within the internal courtyard?
A2. DFAT will, on certain occasions such as national day, be staging cultural performances at venues other than the Australian pavilion. There is an intention to have some roving performances in the pavilion forecourt, to entertain queuing crowds, but there is no current plan for regular musical performances to be staged outside and adjacent to the pavilion. DFAT will remain flexible on this matter and review the onsite operating environment, but has designed the Act 3 area as the primary venue for cultural performances, which will be in close proximity to the retail areas and the exhibits contained in Act 3.
Q3. Could DFAT please comment on the degree to which the Expo Bureau has indicated it may open the expo site for soft opening periods/trials during April?
A3. DFAT has limited formal information about possible soft opening periods, other than an expectation that they will exist. In part, this is the reason for commencing operational testing and commissioning from 1 March 2010, clause 3.23 of Schedule 1 refers. Appendix F of the RFT makes an assumption of staff onsite for a minimum of 28 weeks, up to 30 and 36 weeks for senior staffing, retail and operations staff. Tenderers should make provision to respond flexibly to the requirements of possible trial opening periods through March and April, including for Chinese and Australian media. DFAT does not expect that the full complement of staff would be required to manage any trial openings.
Q4. We believe that there is an inconsistency in Schedule 3, question 6.7 of the RFT. The wording refers to the "overall quality of construction, exhibition and technical operations tasks", grateful confirmation whether this is an error.
A4. There is an error contained in that clause 6.7, the text should read "overall quality of the staffing, retail and operations tasks".
