DFAT08-SWE-029 - Request for Tender for the provision of staffing, retail and operations services for the Australian pavilion at the Shanghai World Expo 2010 in China

Addendum 6: 28 August 2008

Q1. Could you please provide estimated load, show and unload times for Act 2?

A1. The final load volumes and rotation times are subject to the outcome of the CETO tender that is currently being evaluated. The Phase 1 design for the pavilion included a 1000 seat theatre, with an expected 15 minute cycle including an 8-9 minute presentation, allowing a total combined load and unload time of 6-7 minutes (loading and unloading were planned to happen almost concurrently in the phase 1 design).

Q2. In 3.9 of schedule 1 we note that this training is for all staff and contractors.  Could we check that this is all full time staff and if so clarify that we should plan for staff recruited in China to attend?

A2. Correct, we should plan for all full-time staff to attend the training week.  DFAT accepts that some prioritisation may need to occur in light of the available budget. Tenderers should clearly identify what level of attendance they are proposing.

Q3. In 3.10 of schedule 1 there is a need for all attendants to be tertiary qualified.  Is there flexibility available with this (i.e. a very good candidates not tertiary qualified still being considered for role)?

A3. Yes there is some flexibility, although DFAT expects that candidates will have some exposure to tertiary education in Australia or demonstrate an understanding of life in a tertiary institution.

Q4.  Could DFAT advise if the Government is intending to participate in the on-line expo?

A4. DFAT has not yet taken a decision on the level of engagement with the online expo, although it is likely that we will participate in some form.

Q5. We noted that food retail prices at the Olympic Games were very cheap.  Has the government (or could it) seek any reassurance from the expo organisers that there will be some controls in place at Expo to ensure that this is not repeated.  Our concern being that it could make life very difficult for those participants choosing to have food and beverage outlets if other operators – particularly perhaps the commercial ones either charge very cheap prices or commence a price war on basic items.

A5. DFAT cannot (and will not) provide any certainty or analysis of the commercial operating environment for the pavilion's two retail areas, this is a matter for the Tenderer. DFAT will work with the Tenderer to ensure that any information available to it that may have an impact on the commercial operations is passed to the successful Tenderer. DFAT recognises its responsibility for liaison with the Expo Bureau, and will liaise with the Bureau on the successful Tenderers behalf, but DFAT cannot guarantee any outcomes.

Q6.  Are two way radios being provided outside this contract or should we allow for them?

A6.  Budgetary provision for radios related to this contract should be made in this budget.  Other contracts will be funded separately, the successful tenderer will coordinate and administer the acquisition arrangements.
