DFAT08-SWE-029 - Request for Tender for the provision of staffing, retail and operations services for the Australian pavilion at the Shanghai World Expo 2010 in China
Addendum 4: 20 August 2008
Q 1. Is it expected that staff engaged to provide retail and operations services will be paid by the successful organisation in AUD?
A1. Not necessarily, Tenderers should propose the most effective solution, with reference to all relevant laws and the interests of the staff, the Tenderer and DFAT.
Q2. If so, will permission to trade in China be required or are there any known tax implications?
A2. DFAT cannot provide taxation or regulatory advice to Tenderers. Tenderers are to inform themselves of the taxation and other regulatory aspects of the operating environment.
Q3. Will any local staff who are employed need to be paid in local currency?
A3. See question one and two above.
Q4. At the tender briefing it was indicated that organisations who express interest in partnering with another organisation for a joint submission would be posted on the website. Have any retailers indicated any interest at this stage?
A4. The list is available at the Australia at Shanghai World Expo website
Q5. Who was the provider of retail services for the last World Expo in Japan in Aichi Japan in 2005?
A5. The company that won the tender for comparable services for the Australian pavilion in 2005 Aichi Japan was called "Australian Pavilion Operations". They operated the pavilion's retail operations. Further information, including about the structure of Australian Pavilion Operations is available on the Australia at Aichi Japan World Expo website.
Q6. Are you able to advise who provided the staffing, retail and operations services at Aichi in 2005?
A6. See question 5 above.
Q7. Is any data available on revenue turnover from retail from the previous expo?
A7. No.
Q8. Have any sponsors been appointed that are likely to provide retail merchandise and if so, what are the likely categories?
A8. No, the sponsorship program has not been launched. See addendum 1 Question 10.
Q9. What level of insurance does DFAT require?
A9. Other than workers compensation that we require to be as per the relevant law. We will require Public Liability and Professional Indemnity insurances, the values are a commercial matter for you to propose in your tender. If you are selected as preferred tenderer and the amounts that you have proposed are not satisfactory, we will discuss an increase.
Q10. What bank guarantees are required?
A10. We have no plans to require a bank guarantee at this stage.
Q11. What is the up front commitment?
A11. The draft agreement does not require an up-front commitment. The value of the retail offset fee (and when it is paid) is a commercial matter for the Tenderers to propose.
Q12. What is the cashflow on the project?
A12. Tenderers are to propose a milestone payment plan in Schedule 3 Item 6.3
