DFAT08-SWE-017 RFT for Australia’s Communications and Public Affairs program at the Shanghai World Expo 2010 in China

Addendum 9: 1 July 2008

Q.  Will the Department consider granting a 2 day extension for submissions?

A. No, the closing date is and will remain 2pm AEST 8 July 2008. The RFT has been available since 30 May 2008.

Q. Will responses exceeding the $2.2 million ceiling be automatically be excluded?

A. Clause 1.24 of the RFT addresses the proposal of alternative Tenders.

Q. What is the Department's response if no fully compliant tenders are received within the stated budget?

A. The Department will await the receipt of the Tenders, we are confident that the market will deliver compliant proposals.

Q.  Can you provide a full list of people/organisations who registered for the June 10 briefing?

A. No, the Department will not be publishing a list of attendees.

Q. Will it be possible for the successful tenderer to co-locate staff (max 2 people) with the DFAT Expo Team?  If so, what are the cost implications (if any)?

A. In Canberra it will not be possible to co-locate staff in the DFAT offices. It will be possible to co-locate two staff in the pavilion during Expo, there will not be a cost to the tenderer for having the staff located in the pavilion.

Q.  Some degree of entertainment will be required.  Can this be done at the Expo Pavilion on a cost-recovery basis?

A. Some media hospitality could be undertaken in the Australian pavilion. Reasonable and pre-approved costs of hospitality undertaken in the pavilion will not be recovered from the successful Tenderer. Tenderers should note that the pavilion hospitality facilities will be under great demand for the business, sponsor and bilateral program of events during expo.

Q. Are there any regulations concerning off-site entertainment?

A. No specific regulations are specified. Tenderers should propose an approach in their response to the RFT if they believe that this is relevant to their submission.

Q. What is the deadline for securing private sector sponsorship?

A. A sponsorship strategy is currently being developed by the Department of Prime Minister and Cabinet with input from DFAT and other agencies.

Q. While bilingual staff are essential in Shanghai, will some sort of formal test be required as to their level of language skill?

A. Tenderers should outline in their response to the RFT how they will ensure that the language capacity of the individuals is appropriate.

Q. Assuming that some advertising in China will be required, is DFAT able to comment on the legality and suitability of such material, or must the Tenderer deal directly with the Chinese authorities?

A. Tenderers should seek their own legal advice. DFAT, through this RFT, is seeking Tenderers who can demonstrate an understanding of the Chinese Communications and Public Affairs operating environment.

Q. At the briefing, it was indicated that the total budget for the Australian commitment is $82 million ($60 million from the Commonwealth and the balance from the private sector).  Taking out the $2 million for the Comms and PR tender,  can you provide a rough breakdown of how the remaining $80 million will be spent?  What I am trying to discover here is whether there are additional PR/Comms activities not covered in this tender, or whether DFAT will be paying for staff which the Tenderer might consider necessary (i.e. possible 'doubling up' of expenditure).

A. Tenderers should make clear in their response to the RFT the resources and services that they are proposing to be provided for from within the Comms and Public Affairs budget. The detailed content of other RFT processes will not be made available to Tenderers, beyond what is available publicly. The Department believes that the scope outlined in the RFT is not substantively duplicated elsewhere in the project.
