DFAT08-SWE-017 RFT for Australia’s Communications and Public Affairs program at the Shanghai World Expo 2010 in China

Q. You request a bespoke website in Mandarin and English. Do you wish to capture data?

A. Tenderers are to propose in 3.3 B-7 how the website would be used to assist in achieving our objectives. Addendum 7 refers to the possible development of a CRM solution/database to meet stakeholder requirements. If this is implemented then the website would be a possible point for information collection.

Q. How do we know what the Chinese laws are with which we must comply? Do you have a copy in English?

A. Tenderers are to inform themselves of the Chinese operating environment, including Chinese national laws, local regulations and expo guidelines.

Q. The market research and evaluation program – do you have a specific type in mind? Do you wish this done monthly or some other regular time period?

A. DFAT is not committed to a particular delivery method for the research and evaluation services. We have outlined what we hope to achieve from the research and evaluation program in the tender. We expect Tenderers to propose the most effective delivery solution.

Q. Do you wish all media people to be bilingual or some? How many would you like us to provide?

A. Onsite media staff should be bilingual. Importantly, they should also have a good knowledge of the Chinese media sector. Tenderers should propose how many on-site media staff will be required and can be funded within the existing budget.

Q. Does the budget include staff travel and accommodation whilst in China?

A. Yes.

Q. For regular meetings with the department based in Canberra, are you open to video conferencing or do you prefer face to face?

A. The Department will consider video-conferencing.

Q. The RFT refers to a project risk management plan which will include the issues management and crisis communication components. Is it possible to access the DFAT project risk management plan?

A. The project risk management plan is not available for distribution. Relevant elements will be made available to the contractor after the contract is executed.
