The Commission yesterday despatched to the Security Council a comprehensive report [1] which brings out clearly the facts of the Dutch non-compliance with the 28th January resolution. [2] The report refers the latest Netherlands counter proposals [3] to the Council for consideration and requests instructions as to what its position should be towards invitations.
