Council discussion today again confined to general statements. [1] Dutch being without instructions did not speak. India, Egypt and Philippines urged full account to be taken of Delhi resolution [2] without making specific proposals. Norway spoke on lines of draft resolution. [3] United Kingdom deprecated changes at this stage in draft text while Ukraine made general attack on resolution. We were down to speak but this now deferred until next meeting Thursday.
