2 After the Security Council had rejected, on 24 September, a U.S.S.R. proposal to have the question of troops of the United Nations in non-enemy territories (see Document 104, note 1) placed on its agenda, the Soviet Union requested that the matter be included on the agenda of the second part of the first session of the General Assembly; the U.K. delegation had then proposed in the First Committee that the item be considered together with the U.S.S.R. item on disarmament.
