Formation of Polish Committee of National Liberation [1] and its reception by Soviet Government make it essential that we receive full and continuous information on every development in the situation, in view of our position as Protecting Power, and embarrassment which may be created by a step such as recognition by U.S.S.R. of Committee as Provisional Government.
