Your telegram 9th April.  In view existing war situation and staff arrangements pending in connection Tokyo Legation would be glad to know whether Lothian's  proposal is regarded as urgent.
If not would prefer that question of Officer's  transfer be deferred. If proposal is urgent possibly some arrangement could be made in London by Foreign Office not involving transfer of Officer.
