Minute 10 CANBERRA, 7 September 1939
The Minister for External Affairs  read cables on the international position. The question was again raised by Mr Spender  as to the necessity of Cabinet's indicating to the British Government the need for reopening negotiations with Japan.
After discussion it was decided that a cable be despatched to the British Government intimating our apprehension as to the position in the East.
