Please see telegrams from Secretary of State for Dominion Affairs Circulars B.113 and 114 of 18th and 19th October, respectively, and reply thereto telegram No. 85 of today's date regarding measures to be taken at Brussels Conference. [1]

Please regard the reply to the Secretary of State as the basis of the attitude the Commonwealth Government wish you to take at the Conference.
