Enhanced Cooperation Program (ECP)

Australia and Papua New Guinea (PNG) agreed in December 2003 to an Enhanced Cooperation Program to help address PNG's development challenges in the areas of law and order, justice, economic management, public sector reform, border control and transport security and safety.

The program is implemented under the terms of a treaty - the Joint Agreement on Enhanced Cooperation.

The ECP was to have deployed a total of 210 Australian police to work with PNG’s police force and 64 officials to work in line and advisory positions in other key PNG agencies. On 13 May 2005, however, the PNG Supreme Court ruled that elements of the PNG implementing legislation were not consistent with the PNG Constitution. Australian police were withdrawn following the Court ruling, but over forty civilian deployees have continued their work in Papua New Guinea in advisory positions.
