New Caledonia is an overseas country of France going through a process of growing autonomy under the terms of the 1998 Noumea Accord . New Caledonia is part of the chain of Melanesian islands lying to the north-east of Australia;  its capital, Noumea, is only two hours flying time from Brisbane.
