Appendix 13: Purchaser–provider arrangements
Purchaser–provider arrangements
During the year in review, the Department of Foreign Affairs and Trade had
a cross-agency arrangement, the Common Administrative Services (CAS)
agreement, under which it provided common administrative services to
Australian Government agencies overseas. (The CAS expired on 30 June 2001 and
was replaced by the Service Level Agreement [SLA]).
In 2000–01, the department provided services under the CAS agreement to:
- Aboriginal and Torres Strait Islander Commission
- Airservices Australia
- Attorney-General’s Department
- Australian Agency for International Development (AusAID)
- Australian Centre for International Agricultural Research
- Australian Customs Service
- Australian Federal Police
- Australian Nuclear Science and Technology Organisation
- Australian Quarantine Inspection Service
- Australian Security Intelligence Organisation
- Australian Taxation Office
- Australian Trade Commission (Austrade)
- Centrelink
- Commonwealth Scientific and Industrial Research Organisation
- Department of Agriculture, Fisheries and Forestry—Australia
- Department of Communications, Information Technology and the Arts
- Department of Defence
- Department of Education, Training and Youth Affairs
- Department of Family and Community Services
- Department of Finance and Administration—Property Group (withdrew 1 March 2001)
- Department of Health and Aged Care
- Department of Immigration and Multicultural Affairs
- Department of Industry, Science and Resources
- Department of the Prime Minister and Cabinet
- Department of Transport and Regional Services
- Department of the Treasury
- Department of Veterans’ Affairs
- National Library of Australia
- Office of Australian War Graves
The Department of Immigration and Multicultural Affairs, Department of Defence and the Australian Trade Commission were the main purchasers of services under the CAS agreement.
The department also has purchaser–provider arrangements with Australian Government agencies that require international telecommunications and office automation services for staff at Australia’s overseas missions. The department provides these services to the following agencies:
- Attorney-General’s Department
- Australian Agency for International Development (AusAID)
- Australian Centre for International Agricultural Research
- Australian Customs Service
- Australian Federal Police
- Australian Quarantine Inspection Service
- Australian Trade Commission (Austrade)
- Department of Agriculture, Fisheries and Forestry—Australia Affairs
- Department of Defence
- Department of Education, Training and Youth
- Department of Family and Community Services
- Department of Finance and Administration—Property Group (withdrew 1 March 2001)
- Department of Immigration and Multicultural Affairs
- Department of Industry, Science and Resources
- Department of the Treasury
- National Library of Australia
Information on the performance of these arrangements can be found under output 1.4, ‘Services to attached agencies overseas’.
The department also has purchaser–provider arrangements with Australian Government agencies that require access to the department’s IT services within Australia. The department provides these services to the following agencies:
