Proposed Agreement between the Government of Australia and the Government of the United Arab Emirates on Co-operation in the Peaceful Uses of Nuclear Energy
Description of issue
A proposed nuclear co-operation agreement between Australia and the United Arab Emirates is currently under negotiations. Should the Government of Australia and the United Arab Emirates conclude an agreement it will come into effect under a treaty-level action. The proposed agreement will provide for transfer of Australian uranium to the UAE for civil nuclear purposes, and establish a framework under which nuclear co-operation could be developed in areas such as nuclear safeguards, security, export controls and nuclear science. The Agreement will include treaty-level assurances that Australian nuclear material would be used exclusively for peaceful purposes and subject to International Atomic Energy Agency (IAEA) safeguards.
Consultation opportunities
A Preliminary Assessment was submitted to the Office of Best Practice Regulation (OBPR) on 21 December 2010. OBPR advised that no further analysis was required because the proposed agreement will have no impact on business.
Expected timetable
Negotiations are continuing, and it is anticipated that these will be completed during 2012.
